Preparation Steps
In a large skillet or pot over medium-high heat, brown the ground beef. Drain off any excess grease.
Add the chopped onion, bell pepper, and celery to the skillet. Cook until softened, about 5-7 minutes.
Stir in the crushed tomatoes, water, Worcestershire sauce, salt, pepper, and garlic powder. Bring to a simmer.
Reduce the heat to low, cover, and simmer for at least 10-15 minutes, allowing the flavors to meld.
Stir in the cooked elbow macaroni just before serving.
Serve hot, optionally topped with shredded cheese or a dollop of sour cream.
